On Monday, December 11, 2017, the Metropolitan Manila Development Authority (MMDA) will implement a dry run for its proposed High Occupancy Vehicle lane on Epifanio Delos Santos Avenue, more popularly known as EDSA.
Approved by the Metro Manila Council last December 5, the said “carpool lane” will be on the leftmost lane of EDSA. Private cars with two passenegers or more, as well as motorcycles will be the only ones allowed to use this lane. The said lane is being put forth to encourage motorists to carpool, with the aim of reducing the number of vehicles on EDSA.
Private cars with only one or no passengers can still use EDSA. These vehicles will have to use the motorcycle lane or the lane next to it on the right. According the instructions given by MMDA Assistant General Manager for Planning Jose Arturo Garcia, violators will be apprehended using the No-Contact Policy. The penalty will be P500.
